The Cruiser Weights. A little while ago, Bessex posted that they weren't doing anything for him (I am not quoting directly, but just what I remembered). I disagreed with him at the time, but now I must say Bessex was right.
The difficulty is that apart from the cruiser weight tournament, which I enjoyed immensely, the cruisers have been thrown in at the deep end as fillers on RAW without any chance for their characters to have developed first. The fans have no idea who is who, what their styles are, whether they are faces or heels or any background at all. This is why Kendrick is the champion as non-hard core fans have heard of him.
It retrospect it would have been far better to have introduced them slowly on NXT.

Even smackdown would have been a better platform.

They don't need characters as such for me, they need to steal the show.

The problem they have is the flips, dives and spingboards are not competing with Hogan vs Big Show anymore.

What can Rich Swann do that Rollins isn't already doing?

They either need to up it, or take it back to NXT.

Yeah I agree that it's not working. For me it's a little of both your reasons. I think the Cruiser weights need characters and storylines, other wise why should I care about them? There's also the point Bessex made about the rest of the roster being just as athletic and/ or capable in the ring so it's harder for the Cruiser weights to stand out. TJ Perkins seems like a natural face to me. It was a mistake for him to win the CWC as it left his character with no where to go. Some one else should have won it and then TJ should have been chasing the belt. They need to get the belt of Bryan Kendrick ASAP IMO.

The highlights of cruiserweight wrestling was in about 1996 when they used to have fatal fourways on Nitro including the best of Japan and Mexico, it seemed so fast, I'd hate to go back now, because its probably just the same.

At the time wrestling was still 6'8 guys weighing 300lbs holding each other in headlocks, and actually trying to convince people it was a fight.
